A call to action to meaningfully engage youth and young evaluators in evaluation A call to action to meaningfully engage youth and young evaluators in evaluation The ‘Youth in Evaluation’ initiative is a flagship stream of the #Eval4Action advocacy campaign. It urges the global evaluation community to commit and take action towards long-term, sustainable and meaningful engagement of youth and young and emerging evaluators in evaluation, aligned to the vision of the Pact for the Future. A call to action to join Youth in Evaluation Real and meaningful engagement of youth in evaluation provides an unparalleled opportunity to make development programmes responsive to the needs and demands of the youth. It raises youth voices and agency in evaluation, making evaluation a transformative force for inclusive, equitable and sustainable development. Eval4Action invites individuals and institutions, including governments, parliamentarians, VOPEs, United Nations agencies, evaluators, academia, private sector, and the development sector at large, to sign the Youth in Evaluation manifesto and adopt the Youth in Evaluation standards. Launched in 2022, the Youth in Evaluation manifesto has over 1200 signatories, including about 240 organizations. The agencies supporting the manifesto include the evaluation offices of international organizations (African Development Bank, Asian Development Bank, ILO, OHCHR, UNDP, UNESCO, UNFPA, UNICEF, WFP and the World Bank) and the governments of Costa Rica, India, Kenya and Malawi, among many other stakeholders. The manifesto is also supported by CLEAR Centers for Francophone Africa, Latin America and the Caribbean, and South Asia. The Youth in Evaluation standards developed by intergenerational stakeholder groups through consultations were launched during Youth in Evaluation week 2023. The standards support the implementation of the commitments in the manifesto by improving accountability and practice on engaging youth in evaluation. In 2024 and 2025, 105 self-assessments on the standards were received. Those demonstrating excellence in upholding these standards, based on their self-reported progress, are recognized as Youth in Evaluation Champions. global marathon of engagement To galvanize momentum around Eval4Action, an interactive virtual Global Marathon of Engagement was organized on 10 June 2020. The event marked the official launch of the campaign at the global level. The event mobilized about 70 partners to actively engage in advocacy for influential evaluation, under the aegis of the campaign. event highlights Dr. Natalia Kanem, UNFPA Executive Director opens the Eval4Action Global Marathon of Engagement UN Secretary-General's Envoy on Youth addresses the Eval4Action Global Marathon of Engagement Eval4Action co-leaders detail the relevance of the campaign Dr. Natalia Kanem, UNFPA Executive Director delivered a keynote address at the event and officially launched the campaign. Ms. Jayathma Wickramanayake, UN Secretary-General’s Envoy on Youth, delivered opening remarks highlighting the alignment and relevance of Eval4Action to the UN Youth Strategy 2030 and the importance of strengthening youth-led accountability processes to achieve the SDGs. The opening statements also highlighted the alignment and relevance of Eval4Action during the UN Secretary-General’s Decade of Action and the key role of young and emerging evaluators in accelerating progress towards the SDGs. The campaign co-leaders Khalil Bitar, Marco Segone and Hon. Kabir Hashim, representing EvalYouth Global Network, UNFPA and the Global Parliamentarians Forum for Evaluation respectively, articulated the importance of multi-stakeholder and multi-sectoral advocacy during the Decade of Action, and the relevance of Eval4Action to this agenda. The Global Marathon of Engagement generated momentum among the nearly 300 participants including youth, who attended the virtual event. About 70 motivational statements of engagement were delivered at the Marathon from around the world, with young evaluators taking center stage. Youth in Evaluation champion awards recognized organizations across sectors and regions for their exemplary efforts to advance youth engagement in evaluation. Youth in Evaluation champions The Youth in Evaluation Champion Awards honour organizations that actively embed the Youth in Evaluation standards into how they design, conduct, and utilize evaluative evidence. Launched in 2024 , the awards are a global benchmark for institutional commitment to advancing young people’s participation in evaluation. The 2025 awards were presented at the Summit for the Future of Evaluation. While these awards provide well-deserved recognition, their impact extends further by serving as a catalyst for systemic change. They bridge the intergenerational gap in evaluation and establish benchmarks for youth participation in evaluation, strengthening the entire development sector. Now in their third year, the 2026 award cycle included participation from 42 organizations—representing a diverse ecosystem of academia, governments, VOPEs, youth networks, international bodies, the private sector, and United Nations agencies—who submitted rigorous self-assessments against the global standards. On 19 May 2026, during the global inauguration of the Youth in Evaluation Forum 2026 , 15 organizations were distinguished for their leadership in two categories: Legacy Champions and Champions. The review process was spearheaded by the EvalYouth Global Network. Moderator Tetyana Nikitina is the Planning, Monitoring, Evaluation (PME) Adviser, UNFPA in West and Central Africa. A Ukrainian professional with over 17 years of international experience with the UN and the Council of Europe, spanning Europe, Central and South Asia, and Africa, her work includes developing UNICEF’s humanitarian monitoring and information systems, supporting national M&E and SDG frameworks for child rights, and promoting evaluation systems in Sri Lanka. Panelists Jennifer Worrell has over 30 years of experience in strategic planning, programming, leadership and organizational change. She is currently the Director of Strategic Planning, Programme Management, Evaluation and Change Service at OHCHR where she leads Office-wide processes to define and implement the strategic focus for 4-year programming and provides leadership for organizational change; risk management, evaluation and the development of a culture of results. Jennifer holds an MA in Leading Innovation and Change in organizations from the York St John University and an Advanced Post Graduate Diploma in Environmental Studies and Natural Resource Management from UWI, Cave Hill, Barbados. Sanjeev Sridharan is a Professor of Health Policy Evaluation at the University of Hawaii at Manoa and Evaluation Advisor to the United Nations Internal Oversight Services and the Pan American Health Organization. Formerly with the Gates Foundation and University of Toronto, his research focuses on advancing the idea of an ecology of evidence, operationalizing sustainable impacts, and rethinking evaluation criteria. Kgaugelo Moshia-Molebatsi is a Senior Evaluation Specialist in the Department of Planning, Monitoring and Evaluation of South Africa with over 20 years of experience in coordination and management of research and evaluation. She holds a Master’s in population and sustainable development and certificates in monitoring and evaluation, research, and bio-statistics. Claudia Olavarría is a feminist evaluator and evaluation capacity development specialist whose work spans over 15 years across Latin America and beyond. Trained as a sociologist and holding a Master’s in Gender, Society, and Public Policy, she works at the intersection of evaluation, gender equality, and transformative change. Claudia has collaborated with UNDP, the World Bank, UNICEF, UN Women, FAO, ILO, and UNFPA, among other multilateral organizations. She currently coordinates the Glocal Evaluation Week and the Feminist Innovation in Monitoring and Evaluation Project with the Global Evaluation Initiative, promoting inclusive and equity-focused evaluation practices worldwide. The second Future of Evaluation dialogue on 23 September 2025, held in observance of the International Day of Peace (21 September), delved into the critical role of evaluation in navigating the complexities of global instability and humanitarian crises and fostering peace and resilience. This dialogue discussed adaptive and context-sensitive evaluation, which, by adhering to the "Do No Harm" principle, offers a blueprint for more responsive and ethical evaluation everywhere. The session also covered the use of mixed methods and innovative data sources to understand complex environments, demonstrating the broader shift toward integrating technology and diverse data into all evaluative practices. It also focused on locally led evaluation, underscoring the importance of community participation for both effective peacebuilding and for shaping evaluation to be more equitable in the present and the future. Moderator Silvia Salinas Mulder is an independent consultant and evaluator and the CEO of catalytic-A. She is a Bolivian anthropologist, feminist evaluator, and senior strategy consultant with 35 years of experience. Silvia leads transformation-oriented evaluations addressing social norms, culture, and power to advance rights, inclusive well-being, justice, and peace. A global voice in feminist and decolonial evaluation, she chaired ReLAC, IOCE, and EvalPartners, and founded catalytic-A to foster social and organizational innovation. Brenda Bucheli is a social psychologist with a Master's in Human Resources and Knowledge Management. She is a specialist in planning, evaluation, knowledge management and capacity development with 30 years of experience. Brenda is the former Director of Pact Peru and USAID Peru MELS project and led 60+ consulting projects in Latin America. She is also the founder of EvalPeru and ReLAC (Latin American and Caribbean Network of Monitoring, Evaluation, and Systematization), and is the current ReLAC General Coordinator. Her work integrates technical rigor with inclusive approaches to improve organizational learning, accountability, towards uptake in complex settings. Svetlana is recognized for advancing feminist and gender-responsive evaluation, serving as a former Co-Chair of EvalGender+ and active member of American Evaluation Association, International Development Evaluation Association and European Evaluation Society. Dr. Rajib Nandi is a researcher, evaluator, and capacity-building leader with over 27 years of experience. As the Vice President at Sambodhi Research & Communications and Chairperson of the Community of Evaluators – South Asia, he practices gender-transformative evaluation, evidence-informed policymaking, and strengthening national evaluation ecosystems for equitable, context-responsive learning and accountability. Evelyn Naome Mpagi-Kaabule is the Former Chairperson of the African Parliamentarians Network of Development Evaluation. She is a human rights activist and an advocate for women’s empowerment. Evelyn is also an advocate for the use of evaluation evidence for decision-making and sustainable development. She has a proven track record in demanding evaluations that empower women and girls and is committed to using data to inform policy and practice, promoting a world where everyone can live free from violence and discrimination.
