A call to action to meaningfully engage youth and young evaluators in evaluation A call to action to meaningfully engage youth and young evaluators in evaluation The ‘Youth in Evaluation’ initiative is a flagship stream of the #Eval4Action advocacy campaign. It urges the global evaluation community to commit and take action towards long-term, sustainable and meaningful engagement of youth and young and emerging evaluators in evaluation, aligned to the vision of the Pact for the Future. A call to action to join Youth in Evaluation Real and meaningful engagement of youth in evaluation provides an unparalleled opportunity to make development programmes responsive to the needs and demands of the youth. It raises youth voices and agency in evaluation, making evaluation a transformative force for inclusive, equitable and sustainable development. Eval4Action invites individuals and institutions, including governments, parliamentarians, VOPEs, United Nations agencies, evaluators, academia, private sector, and the development sector at large, to sign the Youth in Evaluation manifesto and adopt the Youth in Evaluation standards. Launched in 2022, the Youth in Evaluation manifesto has over 1200 signatories, including about 240 organizations. The agencies supporting the manifesto include the evaluation offices of international organizations (African Development Bank, Asian Development Bank, ILO, OHCHR, UNDP, UNESCO, UNFPA, UNICEF, WFP and the World Bank) and the governments of Costa Rica, India, Kenya and Malawi, among many other stakeholders. The manifesto is also supported by CLEAR Centers for Francophone Africa, Latin America and the Caribbean, and South Asia. The Youth in Evaluation standards developed by intergenerational stakeholder groups through consultations were launched during Youth in Evaluation week 2023. The standards support the implementation of the commitments in the manifesto by improving accountability and practice on engaging youth in evaluation. In 2024 and 2025, 105 self-assessments on the standards were received. Those demonstrating excellence in upholding these standards, based on their self-reported progress, are recognized as Youth in Evaluation Champions. Six tailored standards have been developed for specific groups such as international organizations, VOPEs, governments, youth organizations, academia, and the private sector. Youth in Evaluation champion awards recognized organizations across sectors and regions for their exemplary efforts to advance youth engagement in evaluation. Youth in Evaluation champions 2024 The first Youth in Evaluation champion awards were announced on 8 July 2024, during the global launch of 2024 Youth in Evaluation week , grounded in the Youth in Evaluation standards. The initial round of self-assessments in 2024 against the standards drew submissions from 45 organizations spanning academia, VOPEs, youth organizations, international organizations, and the private sector. In addition, 17 UN agencies were assessed based on data collected during the ‘Mapping of engagement of young and emerging evaluators (YEEs) in UN agencies’, an initiative led by the UNEG working group on YEEs. These assessments were validated by the respective UN offices. Building on this recognition, Youth in Evaluation champions offered in-depth perspectives on their initiatives through a series of blogs starting in October 2024. They shared innovative practices and valuable lessons learned in their efforts to advance meaningful youth engagement in evaluation. The Future of Evaluation dialogue brings together leading evaluation experts and leaders, young and emerging evaluators and new voices in the evaluation community and beyond, to explore how innovative approaches and adaptations can make evaluation more influential given the evolving global landscape. Tuesday, 21 April 2026 8:00 am - 9:15 am ET Will the future of evaluation be shaped by its creativity and innovation in facing emergent challenges? In observance of the World Creativity and Innovation Day on 21 April 2026, the ninth Future of Evaluation dialogue explored how innovative approaches in evaluation are reshaping the field to better respond to complexity, uncertainty, and rapid change. It examined the growing use of developmental and adaptive evaluation, along with complexity-aware methods, as essential tools for supporting learning and decision-making in dynamic systems. The dialogue also highlighted the emerging intersection of evaluation with foresight and scenario planning, enabling evaluators and decision-makers to anticipate future risks, opportunities, and transformative pathways. It further considered the role of technological innovation, including digital tools, data science, and AI and underscores the value of creative partnerships and interdisciplinary collaboration in pushing the boundaries of evaluation practice which is critical for addressing today’s complex social and development challenges. Moderator Candice Morkel, PhD is the Academic Head of Program at the IPDET at Lifelong Learning Centre at the University of Bern, Switzerland. She has more than 25 years’ experience in government, academia and the non-profit sector, and has served on the boards of the African Evaluation Association, South African M&E Association and the International Evaluation Academy. Panelists Uyen Kim Huynh, PhD, is an Innovation Specialist in UNICEF’s Office of Evaluation with 12+ years’ experience designing impact evaluations of complex programmes in low-income settings. She applies data science and AI to strengthen methodological rigor. Previously at Columbia University, her research focus was multidimensional poverty measurement. Jordi del Bas is a specialist in evaluation, strategy, and organisational development, working as a consultant, university professor, and researcher. With 25+ years of experience, he has supported United Nations agencies, the European Commission, and private sector clients worldwide. His recent work focuses on linking evaluation, learning, and adaptation in complex contexts through developmental evaluation, systems thinking, agile monitoring, and adaptive evaluation. Jennifer Bisgard is a researcher, evaluator, and director with 30+ years' experience leading evaluations across sub-Saharan Africa. Co-founder of Khulisa Management Services, she is now an Independent Advisor. A Johns Hopkins MA graduate, she has held numerous VOPE leadership roles including founding Chair of SAMEA, AfrEA and IOCE board and EvalPartners Management board. Uugantsetseg Gonchigdorj is an independent evaluator and consultant with a background in sociology. She specializes in programme evaluation at the intersection of policy, systems, and institutional learning across diverse development sectors. She has contributed to evaluation networks including EvalYouth Asia, EvalYouth Mongolia, and the Mongolian Evaluation Association (2023–2025). Future of Evaluation dialogue
- Regional Consultations | Eval4Action
regional consultations Moving toward action for influential evaluation Since the genesis of Eval4Action, the campaign has re-energized the global evaluation community and wider stakeholders, and put a greater spotlight on evaluation being the highest accelerator for achieving the SDGs. To co-create actions for influential evaluation, Eval4Action invites regional VOPEs, regional EvalYouth chapters and regional parliamentarians fora to organize regional consultations with support from Eval4Action co-leaders, notably UNFPA, EvalYouth Global Network and the Global Parliamentarians Forum for Evaluation. The idea is to promote inclusiveness and participation, and to engage the highest number of diverse stakeholders. The Eval4Action regional consultations seek to provide a platform to regional and national evaluators and other stakeholders to: Strengthen dialogue and partnerships towards influential evaluation, in the context of COVID-19 and the SDGs Identify concrete commitments and action for influential evaluation, to accelerate progress towards the SDGs In one year since the launch of the campaign, seven Eval4Action regional consultations have been held, including in the Asia Pacific , MENA , Latin America and the Caribbean , Europe , Eurasia , Africa and North America. This dialogue explored how young leaders are revolutionizing evaluation and advancing accountability, transformation and acceleration towards the Sustainable Development Goals. It dove into the power of youth leadership and participatory approaches in evaluation, examining how youth-led digital transformation and innovation are reshaping evaluation practices and increasing its influence. It also highlighted the critical role of youth from the Global South in advancing indigenous evaluation. The opening address was delivered by UNFPA Acting Executive Director, Ms. Diene Keita. Moderator Agnes Nyaga is a Programme Management Officer working with the evaluation function of the UN Human Rights (OHCHR) Geneva. She is a young evaluator with 5 years of progressive experience in managing evaluations. Her passion and expertise in Human Rights, Gender Equality, Disability inclusion and meaningful engagement of youth has enabled her to robustly integrate these principles into evaluations, ensuring that groups in situations of vulnerability are heard and no one is left behind. Panelists Natalia Nikitenko is a former Member of Parliament of the Kyrgyz Republic from 2010 until 2022. She has chaired two Parliament Committees and is an initiator of more than 320 laws and amendments. She is a member of the Steering Committee of Global Parliamentarians Forum for Evaluation, a member of Eurasian Parliamentarians Forum for Evaluation, and a member of the National Evaluation Network of the Kyrgyz Republic. She is the author of the Law on Evaluation of the Kyrgyz Republic (2014), author of the Parliament Act and Methodology on the implementation of evaluation of laws and governmental programmes and policies. Brenda Bucheli is a social psychologist with a Master's in Human Resources and Knowledge Management. She is a specialist in planning, evaluation, knowledge management and capacity development with 30 years of experience. Brenda is the former Director of Pact Peru and USAID Peru MELS project and led 60+ consulting projects in Latin America. She is also the founder of EvalPeru and ReLAC (Latin American and Caribbean Network of Monitoring, Evaluation, and Systematization), and is the current ReLAC General Coordinator. Rachael Okoronkwo is a development practitioner with five years of experience in Project Management and Results-Based Monitoring, Evaluation, and Learning. - Global Marathon of Engagement | Eval4Action
global marathon of engagement To galvanize momentum around Eval4Action, an interactive virtual Global Marathon of Engagement was organized on 10 June 2020. The event marked the official launch of the campaign at the global level. The event mobilized about 70 partners to actively engage in advocacy for influential evaluation, under the aegis of the campaign. event highlights Dr. Natalia Kanem, UNFPA Executive Director opens the Eval4Action Global Marathon of Engagement UN Secretary-General's Envoy on Youth addresses the Eval4Action Global Marathon of Engagement Eval4Action co-leaders detail the relevance of the campaign Dr. Natalia Kanem, UNFPA Executive Director delivered a keynote address at the event and officially launched the campaign. Ms. Jayathma Wickramanayake, UN Secretary-General’s Envoy on Youth, delivered opening remarks highlighting the alignment and relevance of Eval4Action to the UN Youth Strategy 2030 and the importance of strengthening youth-led accountability processes to achieve the SDGs. The opening statements also highlighted the alignment and relevance of Eval4Action during the UN Secretary-General’s Decade of Action and the key role of young and emerging evaluators in accelerating progress towards the SDGs. The campaign co-leaders Khalil Bitar, Marco Segone and Hon. Kabir Hashim, representing EvalYouth Global Network, UNFPA and the Global Parliamentarians Forum for Evaluation respectively, articulated the importance of multi-stakeholder and multi-sectoral advocacy during the Decade of Action, and the relevance of Eval4Action to this agenda. The Global Marathon of Engagement generated momentum among the nearly 300 participants including youth, who attended the virtual event. About 70 motivational statements of engagement were delivered at the Marathon from around the world, with young evaluators taking center stage.
