The Future of Evaluation dialogue brings together leading evaluation experts and leaders, young and emerging evaluators and new voices in the evaluation community and beyond, to explore how innovative approaches and adaptations can make evaluation more influential given the evolving global landscape. Thursday, 23 October 2025 8:00 am - 9:15 am ET How can evaluation shape a future-fit United Nations? Marking the United Nations' 80th anniversary, the third Future of Evaluation dialogue on 23 October 2025 examined evaluation's pivotal role in forging a future-fit United Nations by ensuring accountability, adaptation and continuous learning. The dialogue explored how evaluation can further enhance the United Nations’ organizational effectiveness, efficiency, accountability and agility. This includes adopting adaptive approaches for evaluating complex systems and exploring how joint interagency work can strengthen both multilateralism and the global evaluation ecosystem. Across these themes, the dialogue explored meaningful youth engagement and the ethical use of AI to catalyze transformative change in evaluation. Overall, the event unpacked how a robust evaluation culture can ensure the United Nations remains relevant, resilient, and effective in promoting sustainable development for all. Moderator Tessie Tzavaras Catsambas is the founder and CEO/CFO of EnCompass LLC, which is a 25-year-old organization working in evaluation, learning and leadership development. She was the President of the American Evaluation Association in 2019. Tessie published books on appreciative evaluation and evaluation management. She holds a masters of public policy from Harvard University. Panelists Dr Julia Betts has worked as an evaluator for over 20 years. She specializes in evaluations of humanitarian assistance, especially in conflict-affected situations, and in gender and equity concerns. Julia has lived in countries including El Salvador, Malawi and India, working for agencies including the former DFID. She has a doctorate in international education from the University of Oxford, UK. Julia has conducted several independent evaluations of WFP policies and programmes since 2016. She led the 2021 evaluation of its COVID-19 response and the 2018 evaluation of its Syrian regional response. Taipei Dlamini is an Evaluation Specialist at UNESCO. She manages evaluations of UNESCO programmes and strategies in education, science, culture and communication and builds evaluation capacity among staff. She also co-convenes the United Nations Evaluation Group’s (UNEG) Young and Emerging Evaluators working group since 2024. She holds a Master’s degree in International Law and Administration. He currently works in the UNFPA Independent Evaluation Office (IEO) in Nairobi, leading centralized evaluations on key thematic priorities. Previously, he was the Regional Evaluation Advisor for Africa at the UNDP IEO and an Evaluation Specialist at UNFPA IEO in New York, where he supported decentralized evaluations and managed corporate-level thematic evaluations. He also held evaluation roles at UN Women’s Independent Evaluation Service in New York, overseeing decentralized functions and co-leading centralized evaluations. Nea-Mari Heinonen is working as Lead Evaluation Specialist, managing external centralized and strategic evaluations commissioned by the independent Development Evaluation Unit of the Ministry for Foreign Affairs of Finland. She has over 15 years of experience in international development policy and cooperation, with specialization in planning, monitoring, evaluation and learning. She has piloted data science and AI techniques in the Ministry. Between 2008 and 2010, she worked for the UNFPA Uganda country office as an M&E Officer. Nea-Mari currently pursues her PhD at the University of Helsinki in social data science, conducting research on the perceptions of civil servants regarding AI-assisted evaluative evidence. A call to action to meaningfully engage youth and young evaluators in evaluation Standards for enhancing meaningful engagement of youth in evaluation Access the standards The standards provide practical guidance and pathways for organizations of all types to initiate and advance the meaningful engagement of youth in evaluation. The standards also serve as an accountability mechanism for the delivery of the commitments in the Youth in Evaluation manifesto . Howe ver, regardless of whether an organization has signed the manifesto, all interested organizations are encouraged to use the standards to strengthen their capacity and practice to engage youth in all phases of evaluation. The standards are structured around six dimensions: leadership and accountability; practice; advocacy and capacity development; knowledge management and communications; human resources; and financial resources. It also includes a guide and rating scale for assessing the implementation of the standards. Given the unique contexts of stakeholders, specific standards have been developed for six stakeholder groups: academia, governments, international organizations, the private sector, VOPEs/EvalYouth chapters and youth organizations. The standards were co-created by intergenerational stakeholder task forces, and launched in April 2023 at the Youth in Evaluation week . In 2024, standards were updated based on the feedback from the first round of self-assessments earlier in the year. Each year, organizations are invited to share their self-assessment against the Youth in Evaluation standards with the Eval4Action campaign by 31 January. These self-assessments form the basis for the Youth in Evaluation champion awards , which recognize organizations demonstrating excellence in the meaningful inclusion of young people in evaluation. The inaugural awards were conferred in 2024, followed by the second round of recognition in May 2025 at the Summit for the Future of Evaluation . 2025-2026 self-reporting period is now open. In observance of the International Day of Education, the sixth Future of Evaluation dialogue on brought together educators, practitioners, policymakers, and young evaluators to examine how evaluation education must evolve to remain relevant in a rapidly changing world. The dialogue highlighted the need for intergenerational learning pathways, future-oriented competencies, and inclusive, culturally responsive approaches that prepare evaluators to navigate complexity, harness digital and AI-driven tools, and uphold values of equity, sustainability, and ethical practice. By reimagining how evaluators are trained across the lifespan, it aimed to strengthen the global evaluation community’s readiness to address emerging societal challenges and to contribute to more informed, just, and future-conscious decision-making. Moderator Weronika Felcis is the former vice-president of the International Evaluation Academy. She served two terms as Secretary of the IOCE Executive Committee, was a member of EvalPartners Executive Committee and is a past Board member of the European Evaluation Society. Weronika holds an MA in Sociology and is a graduate of Interdisciplinary Studies “Society Environment Technology” at the Jagiellonian University. She also served as the President of the Polish Evaluation Society. Panelists Bianca Montrosse-Moorhead is a Professor in the Research Methods, Measurement, and Evaluation program at the University of Connecticut. She has a doctorate in Evaluation and Applied Research Methods from Claremont Graduate University, USA. She is a former chair of EvalYouth Global (2015-2019), a former elected board member of the American Evaluation Association (2018-2020), and a former Vice Chair of the International Society for Evaluation Education (2018-2021). Since 2023, she has served as Co-Editor-in-Chief for the journal New Directions for Evaluation. She has published extensively on evaluation theory, methodology, and practice. Celeste Ghiano is an evaluation consultant working with international organizations such as WFP, UNICEF, UNESCO, DEval, and the Inter-American Development Bank. She holds a PhD in Public Policy, with a research focus on the professionalization of evaluation in Latin America. With over 20 years of experience as a university professor in planning and evaluation, she has supervised numerous theses and published consistently in her field. She served as General Coordinator of ReLAC from 2021 to 2024 and is currently Co-Chair of the Decolonizing Evaluation Systems Working Group at the International Evaluation Academy. Aki Yonehara is a Professor of the Sociology Department, Toyo University, specializing in participatory evaluation for human well-being in the fields of formal and non-formal education and community development. She serves as Vice President of the Japan Evaluation Society and the evaluation advisor at Japan International Cooperation Agency, Asia-Pacific Cultural Center for UNESCO, and other institutes. Yatin Diwakar is an evaluator and researcher focusing on the institutionalisation of evaluation at the country level. He is a co-founder of EvalYouth India. He has been actively involved in promoting the NEPS theme of the Asia Pacific Regional Evaluation Strategy since its inception in 2020. Yatin believes in strengthening evaluation systems through greater social demand and thus works on awareness-raising and capacity development. He currently serves as a core group member of ECOI. She serves as Past President of the Canadian Evaluation Society (2024-2026); Treasurer of the International Organization for Cooperation in Evaluation, president elect of the International Evaluation Academy and on the Global Advisory Council for Blue Marble Evaluation. Andrealisa has practiced health and social services evaluation since 1995, in Canada and internationally. She is committed to practice that facilitates systems transformation toward socially and ecologically regenerative futures. Baraka Leonard Mfilinge is a Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist from Tanzania and serves as Vice Chair and Africa Representative of the EvalYouth Global Network. He is Managing Partner at Ufanisi Knowledge Hub and Founder of OUT-VOPME, advancing practical, youth-led, and justice-oriented evaluation across Africa. Geeta Batra is Director of the Independent Evaluation Office of the Global Environment Facility. With over 25 years in international development and 15 in evaluation, she has led and managed 100+ evaluations. She holds a PhD in Economics and an MBA in Finance, with experience spanning the World Bank, IFC, and American Express. Rania Fazah is a human rights activists who professionally is a seasoned evaluation and capacity development consultant practicing for over 20 years, Rania worked in conflict and fragile contexts, and has expertise in local development, women and youth, gender inclusiveness and GBV, inclusive economy, human rights, political and civic participation, conflict analysis.
