Eval4Action 2.0 The Eval4Action campaign and partners have championed influential evaluation and advanced national evaluation capacities and systems for half a decade. In 2025, #Eval4Action 2.0 was launched — renewing the campaign’s strategic direction in a more complex global landscape. #Eval4Action 2.0 advocates for adaptive and future-proof evaluation that remains influential, relevant, and inclusive — deepening the campaign’s focus on youth leadership in evaluation and developing thought leadership on the future of evaluation. The strategic direction for #Eval4Action 2.0 was set at the Summit for the Future of Evaluation in Colombo, Sri Lanka, in May 2025. This vision is carried forward through monthly Future of Evaluation dialogues — linked to major international observances throughout the year — and through deepened youth integration across all levels of the campaign. Youth in evaluation Youth leadership is a defining and sustained commitment of the Eval4Action campaign and partners. The Youth in Evaluation initiative is built around a living manifesto to meaningfully engage young people and young evaluators in evaluation processes worldwide. The manifesto has garnered over 1,300 signatories so far. → Sign the Youth in Evaluation Manifesto The standards for the meaningful engagement of youth in evaluation were launched during the first Youth in Evaluation week in 2023 . These standards support implementation of the manifesto commitments by strengthening accountability and practice across the evaluation community. The Youth in Evaluation champion awards — recognizing organizations that have demonstrated significant action in meaningfully engaging young people in evaluation — were established in 2024 and presented again at the Summit for the Future of Evaluation in 2025. Youth in Evaluation Forum The Forum brings together young, emerging, and experienced evaluators, regional partners, VOPEs, and global stakeholders in an inclusive platform where young people actively shape how evaluation responds to today’s evolving development environment. A global inauguration — spotlighting youth leadership and announcing the annual cohort of Youth in Evaluation champions — will be complemented by regionally-led events that will generate context-specific commitments and advance the youth in evaluation agenda across all regions. → Learn more about the Youth in Evaluation Forum The road so far The Eval4Action campaign and partners were launched in 2020 by UNFPA Executive Director Dr. Natalia Kanem and United Nations Secretary-General’s Envoy on Youth Ms. Jayathma Wickramanayake, following seven regional consultations . These consultations established a foundation for global partnership in advancing influential evaluation. Since 2020, digital advocacy initiatives, public commitment campaigns, and collaborative knowledge products have mobilized the global evaluation community around influential evaluation. Over 133 public commitments to action were made during the October 2020 Commitment Drive , and in 2021, the evaluation community highlighted their actions to accelerate influential evaluation during the Walk the Talk drive. More than 30 blogs to date have been published, capturing efforts, lessons, and knowledge from across the evaluation community. get involved The #Eval4Action campaign Aligned to the Decade of Action, the Decade of EVALUATION for action — also known as the #Eval4Action campaign — promotes widespread recognition of evaluation as a critical accelerator for achieving the Sustainable Development Goals. The Eval4Action campaign is co-led by the UNFPA Independent Evaluation Office (IEO), EvalYouth Global Network, the Global Parliamentarians Forum for Evaluation (GPFE), and the International Organization for Cooperation in Evaluation (IOCE). Over 175 partners contribute to the campaign — spanning academia, governments, the private sector, Voluntary Organizations for Professional Evaluation (VOPEs), youth networks, and international organizations, including United Nations agencies.

A call to action to meaningfully engage youth and young evaluators in evaluation Standards for enhancing meaningful engagement of youth in evaluation Access the standards The standards provide practical guidance and pathways for organizations of all types to initiate and advance the meaningful engagement of youth in evaluation. The standards also serve as an accountability mechanism for the delivery of the commitments in the Youth in Evaluation manifesto . Howe ver, regardless of whether an organization has signed the manifesto, all interested organizations are encouraged to use the standards to strengthen their capacity and practice to engage youth in all phases of evaluation. The standards are structured around six dimensions: leadership and accountability; practice; advocacy and capacity development; knowledge management and communications; human resources; and financial resources. It also includes a guide and rating scale for assessing the implementation of the standards. Given the unique contexts of stakeholders, specific standards have been developed for six stakeholder groups: academia, governments, international organizations, the private sector, VOPEs/EvalYouth chapters and youth organizations. The standards were co-created by intergenerational stakeholder task forces, and launched in April 2023 at the Youth in Evaluation week . In 2024, standards were updated based on the feedback from the first round of self-assessments earlier in the year. Each year, organizations are invited to share their self-assessment against the Youth in Evaluation standards with the Eval4Action campaign by 31 January. These self-assessments form the basis for the Youth in Evaluation champion awards , which recognize organizations demonstrating excellence in the meaningful inclusion of young people in evaluation. The inaugural awards were conferred in 2024, followed by the second round of recognition in May 2025 at the Summit for the Future of Evaluation . 2025-2026 self-reporting period is now open. The Future of Evaluation dialogue brings together leading evaluation experts and leaders, young and emerging evaluators and new voices in the evaluation community and beyond, to explore how innovative approaches and adaptations can make evaluation more influential given the evolving global landscape. In observance of the World Day of Social Justice on 20 February 2026, the seventh Future of Evaluation dialogue explored the multi-faceted role of evaluation as a transformative mechanism for addressing systemic inequalities and advancing global social justice. It also examined the role of participatory and inclusive evaluation approaches in shifting power and amplifying marginalized voices. The dialogue highlighted how real-time and adaptive methods can better track equity outcomes in rapidly changing environments. Moderator Ian Goldman is the President of the International Evaluation Academy, and has been very closely involved in driving a 3 Horizon approach to the future of evaluation, contributing to the Global Evaluation Agenda 2.0. Ian was Deputy Director General in the South African Department of Planning, Monitoring and Evaluation until 2018, where he established and ran the National Evaluation System and was a founder of the Twende Mbele African Government M&E Partnership. He works with the CLEAR Evaluation Centres for Pakistan/Central Asia and Anglophone Africa, the latter at the University of Witwatersrand. He is an Adjunct Professor at the Nelson Mandela School of Public Governance at the University of Cape Town. He is an editor and author of the book Evidence Use in Policy and Practice: lessons from Africa. Panelists Andrealisa Belzer is a Credentialed Evaluator employed as a Senior Advisor with the Atlantic Region of Indigenous Services Canada. She serves as Past President of the Canadian Evaluation Society (2024-2026); Treasurer of the International Organization for Cooperation in Evaluation, president elect of the International Evaluation Academy and on the Global Advisory Council for Blue Marble Evaluation. Andrealisa has practiced health and social services evaluation since 1995, in Canada and internationally. She is committed to practice that facilitates systems transformation toward socially and ecologically regenerative futures. Baraka Leonard Mfilinge is a Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist from Tanzania and serves as Vice Chair and Africa Representative of the EvalYouth Global Network. He is Managing Partner at Ufanisi Knowledge Hub and Founder of OUT-VOPME, advancing practical, youth-led, and justice-oriented evaluation across Africa. Geeta Batra is Director of the Independent Evaluation Office of the Global Environment Facility. With over 25 years in international development and 15 in evaluation, she has led and managed 100+ evaluations. She holds a PhD in Economics and an MBA in Finance, with experience spanning the World Bank, IFC, and American Express. Rania Fazah is a human rights activists who professionally is a seasoned evaluation and capacity development consultant practicing for over 20 years, Rania worked in conflict and fragile contexts, and has expertise in local development, women and youth, gender inclusiveness and GBV, inclusive economy, human rights, political and civic participation, conflict analysis. Rania holds a Masters in Evaluation from the University of Melbourne (human rights impact assessment); a post-graduate diploma in evaluation from Carleton University Canada, BA in Journalism and Political Sciences from the Lebanese University. - Global Marathon of Engagement | Eval4Action
global marathon of engagement To galvanize momentum around Eval4Action, an interactive virtual Global Marathon of Engagement was organized on 10 June 2020. The event marked the official launch of the campaign at the global level. The event mobilized about 70 partners to actively engage in advocacy for influential evaluation, under the aegis of the campaign. event highlights Dr. Natalia Kanem, UNFPA Executive Director opens the Eval4Action Global Marathon of Engagement UN Secretary-General's Envoy on Youth addresses the Eval4Action Global Marathon of Engagement Eval4Action co-leaders detail the relevance of the campaign Dr. Natalia Kanem, UNFPA Executive Director delivered a keynote address at the event and officially launched the campaign. Ms. Jayathma Wickramanayake, UN Secretary-General’s Envoy on Youth, delivered opening remarks highlighting the alignment and relevance of Eval4Action to the UN Youth Strategy 2030 and the importance of strengthening youth-led accountability processes to achieve the SDGs. The opening statements also highlighted the alignment and relevance of Eval4Action during the UN Secretary-General’s Decade of Action and the key role of young and emerging evaluators in accelerating progress towards the SDGs. The campaign co-leaders Khalil Bitar, Marco Segone and Hon. Kabir Hashim, representing EvalYouth Global Network, UNFPA and the Global Parliamentarians Forum for Evaluation respectively, articulated the importance of multi-stakeholder and multi-sectoral advocacy during the Decade of Action, and the relevance of Eval4Action to this agenda. The Global Marathon of Engagement generated momentum among the nearly 300 participants including youth, who attended the virtual event. About 70 motivational statements of engagement were delivered at the Marathon from around the world, with young evaluators taking center stage. The Future of Evaluation dialogue brings together leading evaluation experts and leaders, young and emerging evaluators and new voices in the evaluation community and beyond, to explore how innovative approaches and adaptations can make evaluation more influential given the evolving global landscape. Tuesday, 25 November 2025 8:00 am - 9:15 am ET Is evaluation our compass to a future free from gender-based violence? In observance of the International Day for the Elimination of Violence Against Women, the fourth Future of Evaluation dialogue explored the pivotal role of evaluation in guiding efforts towards a future free from gender-based violence (GBV). The discussion focused on how gender-responsive evaluation and inclusive evaluation methodologies can drive effective interventions and ensure accountability to end GBV in all its forms, including the growing challenge of technology-facilitated GBV. The dialogue also explored how to best leverage evaluation results to directly influence and achieve GBV policy reforms. Moderator Florencia Tateossian is an Evaluation Specialist in the Independent Evaluation Service of UN Women. She has more than 20 years of evaluation experience with a focus on conducting gender-responsive thematic evaluations and managing the national evaluation capacity development portfolio. As part of her capacity development portfolio, she also serves as the co-chair of EvalGender+, a network to advance the use of gender responsive evaluation for better results. She authored the EvalPartners Guidance on Evaluating the Sustainable Development Goals with a “No one left behind” lens through equity-focused and gender-responsive evaluation. Panelists Sabas Monroy is an Evaluation Programme Management Officer in the Office of the High Commissioner for Human Rights. Co-convening the UN Evaluation Group (UNEG) Working Group on Gender Equality, Disability Inclusion and Human Rights, he has contributed to the development of system-wide guidance on the integration of these areas in evaluation. Svetlana Negroustoueva is an evaluation professional with 20+ years of global experience across CGIAR, the World Bank, African Development Bank, USAID, UN, and DFID-funded initiatives. Currently leading the Independent Evaluation Function at CGIAR, she designs and oversees strategic and thematic evaluations. Her work integrates technical rigor with inclusive approaches to improve organizational learning, accountability, towards uptake in complex settings. Svetlana is recognized for advancing feminist and gender-responsive evaluation, serving as a former Co-Chair of EvalGender+ and active member of American Evaluation Association, International Development Evaluation Association and European Evaluation Society. Dr. Rajib Nandi is a researcher, evaluator, and capacity-building leader with over 27 years of experience. As the Vice President at Sambodhi Research & Communications and Chairperson of the Community of Evaluators – South Asia, he practices gender-transformative evaluation, evidence-informed policymaking, and strengthening national evaluation ecosystems for equitable, context-responsive learning and accountability. Evelyn Naome Mpagi-Kaabule is the Former Chairperson of the African Parliamentarians Network of Development Evaluation. She is a human rights activist and an advocate for women’s empowerment. Evelyn is also an advocate for the use of evaluation evidence for decision-making and sustainable development. She has a proven track record in demanding evaluations that empower women and girls and is committed to using data to inform policy and practice, promoting a world where everyone can live free from violence and discrimination.
