Eval4Action 2.0 The Eval4Action campaign and partners have championed influential evaluation and advanced national evaluation capacities and systems for half a decade. In 2025, #Eval4Action 2.0 was launched — renewing the campaign’s strategic direction in a more complex global landscape. #Eval4Action 2.0 advocates for adaptive and future-proof evaluation that remains influential, relevant, and inclusive — deepening the campaign’s focus on youth leadership in evaluation and developing thought leadership on the future of evaluation. The strategic direction for #Eval4Action 2.0 was set at the Summit for the Future of Evaluation in Colombo, Sri Lanka, in May 2025. This vision is carried forward through monthly Future of Evaluation dialogues — linked to major international observances throughout the year — and through deepened youth integration across all levels of the campaign. Youth in evaluation Youth leadership is a defining and sustained commitment of the Eval4Action campaign and partners. The Youth in Evaluation initiative is built around a living manifesto to meaningfully engage young people and young evaluators in evaluation processes worldwide. The manifesto has garnered over 1,300 signatories so far. → Sign the Youth in Evaluation Manifesto The standards for the meaningful engagement of youth in evaluation were launched during the first Youth in Evaluation week in 2023 . These standards support implementation of the manifesto commitments by strengthening accountability and practice across the evaluation community. The Youth in Evaluation champion awards — recognizing organizations that have demonstrated significant action in meaningfully engaging young people in evaluation — were established in 2024 and presented again at the Summit for the Future of Evaluation in 2025. Youth in Evaluation Forum The Forum brings together young, emerging, and experienced evaluators, regional partners, VOPEs, and global stakeholders in an inclusive platform where young people actively shape how evaluation responds to today’s evolving development environment. A global inauguration — spotlighting youth leadership and announcing the annual cohort of Youth in Evaluation champions — will be complemented by regionally-led events that will generate context-specific commitments and advance the youth in evaluation agenda across all regions. → Learn more about the Youth in Evaluation Forum The road so far The Eval4Action campaign and partners were launched in 2020 by UNFPA Executive Director Dr. Natalia Kanem and United Nations Secretary-General’s Envoy on Youth Ms. Jayathma Wickramanayake, following seven regional consultations . These consultations established a foundation for global partnership in advancing influential evaluation. Since 2020, digital advocacy initiatives, public commitment campaigns, and collaborative knowledge products have mobilized the global evaluation community around influential evaluation. Over 133 public commitments to action were made during the October 2020 Commitment Drive , and in 2021, the evaluation community highlighted their actions to accelerate influential evaluation during the Walk the Talk drive. More than 30 blogs to date have been published, capturing efforts, lessons, and knowledge from across the evaluation community. get involved The #Eval4Action campaign Aligned to the Decade of Action, the Decade of EVALUATION for action — also known as the #Eval4Action campaign — promotes widespread recognition of evaluation as a critical accelerator for achieving the Sustainable Development Goals. A call to action to meaningfully engage youth and young evaluators in evaluation Standards for enhancing meaningful engagement of youth in evaluation Access the standards The standards provide practical guidance and pathways for organizations of all types to initiate and advance the meaningful engagement of youth in evaluation. The standards also serve as an accountability mechanism for the delivery of the commitments in the Youth in Evaluation manifesto . Howe ver, regardless of whether an organization has signed the manifesto, all interested organizations are encouraged to use the standards to strengthen their capacity and practice to engage youth in all phases of evaluation. The standards are structured around six dimensions: leadership and accountability; practice; advocacy and capacity development; knowledge management and communications; human resources; and financial resources. It also includes a guide and rating scale for assessing the implementation of the standards. Given the unique contexts of stakeholders, specific standards have been developed for six stakeholder groups: academia, governments, international organizations, the private sector, VOPEs/EvalYouth chapters and youth organizations. The standards were co-created by intergenerational stakeholder task forces, and launched in April 2023 at the Youth in Evaluation week . In 2024, standards were updated based on the feedback from the first round of self-assessments earlier in the year. Each year, organizations are invited to share their self-assessment against the Youth in Evaluation standards with the Eval4Action campaign by 31 January. These self-assessments form the basis for the Youth in Evaluation champion awards , which recognize organizations demonstrating excellence in the meaningful inclusion of young people in evaluation. The Eval4Action Walk the Talk video drive took place from 1-31 October 2021. The Walk the Talk Drive is a follow up to the #Eval4Action Commitment Drive held in October 2020, where worldwide commitments were made to accelerate action for influential evaluation. During the drive, VOPEs, networks, young and emerging evaluators, parliamentarians, private sector and the United Nations shared over 170 videos on actions to accelerate influential evaluation, to support equitable and sustainable recovery from the COVID-19 pandemic and the achievement of the Sustainable Development Goals (SDGs). While the Walk the Talk drive has concluded, institutional and/or individual actions to advance influential evaluation can be shared at any time by posting a video on social media or by writing to contact@eval4action.org . The Walk the Talk drive is open to everyone , regardless of a prior commitment to accelerate influential evaluation, as all actions are vital to get back on track to achieve the SDGs. Following up on the momentum of the drive, Eval4Action regional partners nominated Walk the Talk contributors to blog on their actions for influential evaluation. These blogs take a deep dive into actions for influential evaluation , and help to learn more about how these actions were organized , overcame challenges , and their plans for scaling up . Marking the United Nations' 80th anniversary, the third Future of Evaluation dialogue on 23 October 2025 examined evaluation's pivotal role in forging a future-fit United Nations by ensuring accountability, adaptation and continuous learning. The dialogue explored how evaluation can further enhance the United Nations’ organizational effectiveness, efficiency, accountability and agility. This includes adopting adaptive approaches for evaluating complex systems and exploring how joint interagency work can strengthen both multilateralism and the global evaluation ecosystem. Across these themes, the dialogue explored meaningful youth engagement and the ethical use of AI to catalyze transformative change in evaluation. Moderator Tessie Tzavaras Catsambas is the founder and CEO/CFO of EnCompass LLC, which is a 25-year-old organization working in evaluation, learning and leadership development. She was the President of the American Evaluation Association in 2019. Tessie published books on appreciative evaluation and evaluation management. She holds a masters of public policy from Harvard University. Panelists Dr Julia Betts has worked as an evaluator for over 20 years. She specializes in evaluations of humanitarian assistance, especially in conflict-affected situations, and in gender and equity concerns. Julia has lived in countries including El Salvador, Malawi and India, working for agencies including the former DFID. She has a doctorate in international education from the University of Oxford, UK. Julia has conducted several independent evaluations of WFP policies and programmes since 2016. She led the 2021 evaluation of its COVID-19 response and the 2018 evaluation of its Syrian regional response. Taipei Dlamini is an Evaluation Specialist at UNESCO. She manages evaluations of UNESCO programmes and strategies in education, science, culture and communication and builds evaluation capacity among staff. She also co-convenes the United Nations Evaluation Group’s (UNEG) Young and Emerging Evaluators working group since 2024. She holds a Master’s degree in International Law and Administration. He currently works in the UNFPA Independent Evaluation Office (IEO) in Nairobi, leading centralized evaluations on key thematic priorities. Previously, he was the Regional Evaluation Advisor for Africa at the UNDP IEO and an Evaluation Specialist at UNFPA IEO in New York, where he supported decentralized evaluations and managed corporate-level thematic evaluations. He also held evaluation roles at UN Women’s Independent Evaluation Service in New York, overseeing decentralized functions and co-leading centralized evaluations. Nea-Mari Heinonen is working as Lead Evaluation Specialist, managing external centralized and strategic evaluations commissioned by the independent Development Evaluation Unit of the Ministry for Foreign Affairs of Finland. She has over 15 years of experience in international development policy and cooperation, with specialization in planning, monitoring, evaluation and learning. She has piloted data science and AI techniques in the Ministry. Between 2008 and 2010, she worked for the UNFPA Uganda country office as an M&E Officer. The Future of Evaluation dialogue brings together leading evaluation experts and leaders, young and emerging evaluators and new voices in the evaluation community and beyond, to explore how innovative approaches and adaptations can make evaluation more influential given the evolving global landscape. Wednesday, 15 July 2026 8:00 am - 9:15 am ET What future-fit skills are essential for young evaluators to lead tomorrow's dynamic evaluation landscape? As evaluation evolves in response to rapid technological advancement, growing complexity, and increasingly interconnected global challenges, the competencies required of future evaluators are also changing. This dialogue explored the future-fit skills that young evaluators need to thrive and lead in a dynamic evaluation landscape. Beyond traditional methodological expertise, the discussion examined emerging competencies such as systems thinking, adaptive and complexity-aware evaluation, data literacy, artificial intelligence and digital technologies, evaluative foresight, strategic communication and engagement, and collaborative leadership. She is a Co-Founder of EvalYouth Asia & Asia Pacific Communications Hub. Pursuing her MA in Evaluation, she leverages expertise in communicating evaluation results for decision-making to advance youth participation. Her broader evaluation practice also involves community engagement, culturally responsive methods, and meaningfully involving Indigenous peoples, including youth, in evaluation. Panelists Caitlin Blaser Mapitsa is an Associate Professor of Monitoring and Evaluation at the University of the Witwatersrand's School of Governance. Her interests relate to evaluating change in complex systems in transition, with a particular focus on land and climate governance, and building institutions for evidence-informed decision-making. Zach Tilton is an evaluation specialist with The MERL Tech Initiative and a doctoral candidate in the Interdisciplinary PhD in Evaluation Programme at Western Michigan University, where his research and practice are focused on AI-enabled evaluation. He currently serves on the Editorial Board of New Directions for Evaluation. Shashidhar Sa is the Founder of HubForge Global Impact Network (a non-profit) and an M&E practitioner with a decade of experience across India, from tribal regions to urban contexts and from grassroots programmes to scale. He works towards a globally connected, locally rooted evaluation ecosystem that democratises evidence and strengthens MERL systems. Through EvalCanvas,Sampling Shala, EvalQR, and MEL volunteering network, he aims to make monitoring and evaluation more accessible, participatory, and action-oriented. Ruchi Kaushik is an Assistant Professor and currently Teacher-in-Charge of the Department of Development Communication & Extension, Lady Irwin College, University of Delhi. Her teaching and research interests are centred around monitoring and evaluation, programme planning, participatory research, gender and development and corporate social responsibility. Ruchi’s expertise extends beyond academia through her experience as a Consultant with the NITI Aayog, where she contributed to the evaluation of government programmes and public policies.
